WASHINGTON, D.C. (June 17, 2025) — Today, the Firearms Policy Coalition (FPC) called on the full United States Senate to support and pass the Finance Committee’s firearm law and tax reforms in the budget reconciliation package. These critically important reforms include the elimination of unconstitutional taxes, restrictions, and red tape on the lawful purchase and possession of popular, constitutionally protected firearms and firearm suppressors, making them more accessible to law-abiding Americans.
“The Committee’s proposed amendments reduce burdensome taxes, remove red tape, and make federal law more consistent with the Constitution. We strongly urge the Senate to follow the Finance Committee’s lead and pass these reforms in full,” said FPC President Brandon Combs.

The Senate Finance Committee’s proposed reconciliation text:
- Removes suppressors, short-barreled rifles, short-barreled shotguns, and “any other weapons” (AOWs) from the definition of firearm under the National Firearms Act (NFA).
- Redefines the term “firearm” to include only machineguns and destructive devices.
- Eliminates the legal basis and requirement for taxing, registering, or restricting these items under the NFA.
- Eliminates the government’s authority to classify shotguns as destructive devices.
- Eliminates the $5 transfer tax for AOWs.
- Preempts state and local registration or licensing laws that rely solely on NFA classification, so long as the owner acquired the item in compliance with federal (GCA) requirements.
- Ensures that owners of short-barreled rifles, short-barreled shotguns, and AOWs don’t run afoul of state and local laws requiring registration or licensing requirement under the National Firearms Act as long as they lawfully acquire or possess them under other federal laws.
FPC will continue to advocate for the full passage of the reconciliation bill with these reform provisions intact and grade related votes.
