LAS VEGAS (October 6, 2025) — Firearms Policy Coalition (FPC) is urging members outside California to immediately apply for a carry license to legally exercise their rights in the Golden State. To support its members seeking to apply to carry in the Golden State, FPC created a new online resource with links to critical documents and the carry license application site for each of California’s 58 counties. This follows FPC’s landmark victory in Hoffman v. Bonta, where a federal court permanently struck down California’s unconstitutional ban on carry by non-residents. Individuals who want to learn more and get copies of important legal documents can visit FPC’s website at firearmspolicy.org/california-carry.
Under the Hoffman injunction, California officials are barred from enforcing Penal Code sections 26150(a)(3) and 26155(a)(3) against FPC members who are not California residents.
And according to a recent California Department of Justice bulletin issued to law enforcement, “Members of the FPC who are not residents of California and provide proof of membership in the FPC are entitled to apply for a CCW license with a licensing authority in California… Because Penal Code section 26150, subdivision (a)(3) and section 26155, subdivision (a)(3) will not apply to FPC Nonresident Applicants, FPC Nonresident Applicants may apply with the sheriff (per Penal Code section 26150) or chief of police (per Penal Code section 26155) of any California jurisdiction.”
This means active FPC members can apply with any sheriff or police chief in California—including those in carry-friendly jurisdictions or those without long waitlists—without disclosing future travel plans. But time is short: A new anti-rights bill takes effect January 1, 2026, that will restrict where and how non-residents may apply.
“This is another hard-fought win for our members, and it proves once again that relentless litigation works,” said FPC President Brandon Combs. “California politicians tried to slam the door on non-resident gun owners, but we ripped it off the hinges. Now it’s time for our members to walk through it and exercise their rights.”
In related news, another federal court blocked enforcement of the federal ban on carrying at most post offices against FPC members in Firearms Policy Coalition v. Attorney General Pam Bondi. FPC also launched a secure online membership portal where members can quickly and easily verify their membership status, print an official FPC Certificate of Membership, update information, and renew or join their membership with FPC.
